Death here is an antagonist, which means he is against the main character(protagonist). A villain is someone whos just evil and has evil intentions(for whatever reasons). He was 100% a villain. Puss was still alive yet Death was after him to kill him because he was annoyed at the fact that Puss didn’t value his other 8 lives. He was quite literally defying nature by killing somebody without cause.

If Puss didn't change for the better, Death would've taken his final life and Death expresses frustration out of the fact that Puss actually changed and didn't want to kill him anymore.
Although this might not have any merit, I think Death was valuable in teaching Puss the value of life. Maybe he did so on purpose, maybe Piss will recognize it as a good deed. I can see Puss befriending death in future installments of this story.
