Nothing new was added to the 3DO version other than the remixed music. that image you're talking was in the arcade version first along with the other extra images you get when clearing the game with anyone.

If you're playing it on an emu like 4DO then the sound effects will be desynced because of the timing the emu is using to start the music track since the effects are part of the music. on the real console the effects is in sync because of the timing the console uses to start the music track. Another thing is if you're playing the game on a burned disc with the real console then it's possible the track timing is off slightly when it's being written to disc and you'll have to make adjustments to the start times in the cue file to fix it if possible.
