It only charges you to "open a new channel" once right? Once I send funds to the lightning wallet and it charges me the 3000 sats, will it ever charge me that again? Or am I free to send and receive to any address through lightning and on chain?
No wallet of Satoshi is easier. For phoenix you have to send at least 10,000 sats and if you don't have enough liquidity payments won't go through. Wallet of Satoshi is custodial and adds you to thier lightning channel.

I believe you need to less then previously sent if you don't want the channel opening fee again.

Phoenix can do both as well. I'd say if your mostly using lightning go with phoenix. If using mostly on chain stay with muun.
