as far as I know, there is a basic rule saying that the neighboring cells should not have the same “PSS” value, so how do you consider that as part of PCI assignment.

PSS is one part of the PCI. You can change the other part and the resultant PCI would be different

How about pci across different carrier on the same cell? I.e cell with three carriers on different earfcn. Can you use the same pci for those cells?
