I never knew that people thought that Jeff Hardy vs CM Punk rivarly was underrated. For me Punk's second best rivalry, just behind his rivalry with Cena.
Smackdown was the superior show during the Ruthless Aggression Era in my opinion. Raw was basically the Triple H show for three years after the brand split. Smackdown gave us much better matches, and they had storylines for everyone... not just the main event guys. Smackdown had a good tag team scene, the United States Championship (the Intercontinental Championship's value on Raw had been greatly diminished; there was even a time when it didn't exist and was merged with the World Heavyweight Championship). Smackdown had Angle Guerrero, Lesnar, Edge, JBL, Mysterio, Batista... and my favorite wrestler of all time: The Undertaker. (Until January of 2004 Smackdown also had one of my favorite in-ring performers in Chris Benoit. He gave us some great matches. I mention him separately because I simply can't look past what he did.) Also, the Cruiserweight Championship was exclusive to Smackdown during the Ruthless Aggression Era. Tajiri, London, Jamie Noble, the Mexicools, Kidman, and Mysterio all gave us fast-paced matches that hearkened back to the days of WCW Nitro opening their shows with great cruiserweight matches.
Raw was essentially the Evolution show with Jerry Lawler screaming “puppies” occasionally. There was an instance when Hunter main evented the Backlash ppv above any other championship matches.
I'm shocked there wasn't a mention of the time Punk came out painted up to Hardy's music because that was arguably the most heat a wrestler has ever gotten with me. Genuinely that feud was the best thing going at the time, at least to my mind, because I'd grown up being a fan of the Hardy's and they really cemented my love of wrestling all while Punk was kind of the "new love" of my young wrestling mind so I loved absolutely everything these guys did in this storyline.
Yeah I know you said "arguably", but at least to me there's no argument to be had because I'd personally put that around maybe #5 or so on my list. Off the top of my head I can't think of anything right now that would beat Michael's in Montreal.
LOVED when Punk popped him in the head with the mic in the center of the ring on Smackdown and began the beatdown of Jeff en route to turning full heel.
Plenty of people will remember, both main evented 2 ppvs over more established main eventers in Orton and Cena during that period, it's also a feud that propelled Punks character as a more mouthy and extravagant individual even when face.
That punk/hardy feud is the reason I'm a wrestling fan. Broke my leg in 7th grade, woke up out of a drug induced nap in the middle of the night, and the parents had forgotten to turn off the tv, and I couldn't just get off the couch to reach the remote, so a re-run of Friday Night Smackdown was my only form of entertainment. Was sometime around the Great American Bash, saw Punk walking through some ladders, and heard him on the mic, damn, I was hooked. Haven't looked back since.
MVP vs Matt Hardy underrated? for me and many others the best midcard rivalry of the Ruthless Agression Era, at least the best one of the final years of that era.

I always liked the Batista - HBK mini feud after HBK retired Flair. They had those matches at backlash and One night Stand that eventually led to the HBK - Y2J feud. I always thought there was more potential for HBK and Batista. It was a shame it was so short .
At the time, someone in commentary said MVP was half man, half amazing and one half of tag team champion. Only one person can be 3 halves and that is MVP. It didn't make any sense but was hilarious as hell. I always remember that when I see mvp vs Matt hardy

I think the Mark Henry-Big Show feud for the world title in 2011 was very underrated because that rivalry should not had been as damn good as it was....
I don't think people truly appreciate Alexa Bliss vs Becky Lynch in 2016. Granted Becky wasn't quite The Man yet and Banks vs Flair on Raw was better but this rivalry was truly great, involved amazing promos(it's heel Bliss and face Becky, so duh), great matches and a returning Mickie James.

Long term booking seems to be almost dead these days and onto of that the fact that a Heel beat the babyface at the end of the fued made it that much more special as well. It isn't really a surprise that most of the rivalries in this list are from Smackdown. After the initial brand extension, Smackdown has been consistent in developing their characters and are able to create wonderful stories with them. I mean just this year, it produced Roman as the tribal chief, Sasha and Bayley storyline, and The Fiend/Alexa Bliss angle. Who would've thought Jey Uso would become a main event calibre wrestler? Can't wait for DBry and Aleister Black to return to see what they can come up with.

Punk vs Hardy was so good and had such a heart breaking finish when Hardy had to leave WWE forever (so we thought). I used to hate Punk for that but overtime I started liking Punk a lot and kept getting disappointed with Hardy. The right person won that feud.

It isn't really a surprise that most of the rivalries in this list are from Smackdown. After the initial brand extension, Smackdown has been consistent in developing their characters and are able to create wonderful stories with them. I mean just this year, it produced Roman as the tribal chief, Sasha and Bayley storyline, and The Fiend/Alexa Bliss angle. Who would've thought Jey Uso would become a main event calibre wrestler? Can't wait for DBry and Aleister Black to return to see what they can come up with.

Punk vs Hardy was great. Both had similar stature but different ideologies. Punk even fooled people when he face painted himself as Jeff.
Is it me or am I just realizing now that out of all of the 4 Faces of Foley, Cactus Jack is his only character not to change tact or turn heel under the WWE Banner while Dude Love and Mankind did and had corporate transformations?
*Jeff Hardy vs Cm Punk* in 2009 was totally different and brilliant. Punk became the most hated bad guy in SD and Jeff showed his very last hurrah of his greatness before circumstances made him leave. Underrated? Yes. Worthy storytelling? Absolutely.
Don't forget that edge Kurt angle rivalry started the you suck chants

Punk vs Hardy was so good and had such a heart breaking finish when Hardy had to leave WWE forever (so we thought). I used to hate Punk for that but overtime I started liking Punk a lot and kept getting disappointed with Hardy. The right person won that feud.

Crazy that Pacitti would call Punk vs. Hardy underrated, since Meltzer rated it as the Feud of the Year in 2009. I know some don't care about Meltzer's opinion, but his opinion and takes have had relevance years past

I still feel like Kennedy was such a missed opportunity. The man could talk. But sadly wellness and injuries got in his way. I would have liked to see a Hardy/Kennedy feud.
