People complained about the abilities (and bloom) so much that they got taken out in competitive. 343 was actually the one that removed these features which gained then brownie points with the fans. They the. Added them back with even more nonsense in halo 4 lol. Never once mentioned bungie so not sure where that came from.
For quick scoping almost all the time when you scope in for the first time its on the body or head somewhere and for noscoping just keep your aimer at the head while walking aroun corners

I never understood why he always mutes the other player. They can't hear him anyway, so what's the point?

It's just easier to mute them... No distractions.. No getting in people head etc...
