This might not help at all, but I was in the same boat as you, and then realized I wasn't checking the little box at the bottom of the advanced security settings. The one saying something about child objects. Turns out that if you don't check that it just doesn't work. I apologize if you've already made sure and everything, but I hope this helps

Thank you very much this actually helped alot. Had my usb have this "USB Drive" like folder that would be the only thing on the USB when you open it. And sometimes when you open folder it lets you see all the files you have on the USB and sometimes it opens the folder with the same "USB Drive" folder. And when i transfer all the files from that folder to the main USB and close the tab and refresh it would get put back in that drive. Tried deleting it but gave me this administrator permission error and now im finaly free after this
