You need to open the file with Photoshop, make changes to it, then save it as a JPEG or PNG file.
and like 5 others again no links to fonts :D? but nice overlay :D

Can I change the color? I would like dark blue
Yes, you can change the colour. There should be a "hue and saturation" OR "EDIT COLOR" layer in the layers panel (right side). If you double click the small circle icon on the layer, you can use the "hue" slider to change the colour to blue. If you want to change the lightness or darkness of the colour, use the other 2 sliders (saturation and lightness). Hope this helps.

Well, you need the software to edit the template with your name. You can download a free trial of Photoshop and open the .PSD file.
How do you change the color?
Add a hue and saturation adjustment layer above all other layers and change the color using the hue slider. :)
what is the text font?
If you read the text file "READ" that I provided you would know. The fonts are: Bernadette and Nexabold

Select the the text layer you want to edit and use the text tool to change NAME to whatever you like.

What do you mean it doesn't work? Thousands of people have used it with no problems lol. It's a Photoshop file, you have to edit the text and save the individual overlay parts as png files...
