Biden stutters throughout this piece. It's controlled stuttering, though, so you might miss it if you didn't know what controlled stuttering sounds like. He uses mostly fluency-enhancing techniques, but there are some avoidance behaviors he uses to evade blocks in his speech. For example, you can hear and see:
    • gentle onsets of phonations
    • rate adjustments to maintain fluency, which come across like they sound a bit scripted
    • awkwardly-placed pauses followed by gentle onsets of voicing and light articulatory contacts. See:
1:32: There are a few examples here.
2:56: Listen for "no [pause] mean feat."
3:47: Listen for the pause before the "hard c" sound in "...of [pause] continuing."
10:37: Listen for another pause before a "hard c" in "support [pause] Congressman."
    • mid-stream switches of his sentence construction to evade blocks and continue with phrasing that sounds more fluent. See his statement starting at about 8:52.
    • awkward sentence construction, likely said to evade an anticipated stuttering block. 4:54 is a good example.
    • the insertion of filler words and phrases to maintain phonation but that don't add content.
1:32: See the addition of "I think."
8:32: See the addition of "as you point out."
Watch for multiple insertions of the phrase "in fact" into his statements.
    • there are some mild secondary characteristics, such as unusual eye blinks and looking at the floor when he blocks.
2:56: Watch for the head drop and eye blink where he switches from "300 dollars" to 300 thousand dollars."
4:26: See what he does with his mouth and the fluttering he does with his eyes when he says the "f" in "further broaden the participation."
You might miss it if you didn't know what controlled stuttering sounds like. To hear it better, compare the onsets of Biden's voicing with the onsets of the people questioning him. The beginnings of Biden's voicings are ever-so-slightly extended. That's called a "gentle onset" and it's a technique you learn in speech therapy, although Biden has said that he's never had formal speech therapy, which is common.
    Mo
re recently, he's been using avoidance techniques more extensively. Stuttering doesn't just sound like th-th-this. There is covert stuttering in which speakers ahead and try to evade upcoming blocks by substituting words or changing up phrases, and what comes out can sometimes sound like word salad. Biden's been doing that a lot. That's why he substitutes alternatives for the words "Trump", "Obama", and "Romney". It's not that he forgets the words, it's that he's evading stuttering on them.
A geriatrician discusses Biden and his covert stuttering in this article.
    www.theday.com/article/20200821/OP03/200829862
And here's a description of what covert stuttering like this is all about.

You're my new favorite person. I hear it too, because my son had/has a stutter. He's an adult in his 30s now, but as his mother I see and hear how he gets through it. With the pauses, the pacing, the slowing of the conversation (I'm a fast talker, so when he does that, I just chill & "check my phone" while he gathers his thoughts, changes the word, uses his body language. My son will even sometimes suddenly decides he needs a drink of water right then, or change the subject and come back to what we were talking about before eventually, but when he's ready. I took 2 years of Speech Language Pathology courses during my 30s, (I'm now 50), hoping to become an SLP (pathologist) myself one day, but it didn't work out. I'm now raising a 4 y/o grandson who also stutters (not my son's son - and my father stuttered as a child, so it can be heredetary). Thank you so much for your post!!!

    • @Kass983
      @Kass983 3 года назад +7

Also, my son will give a short answer, and if you didn't know him, you'd think that was it - but we know he's not done yet, because the conversation at hand wouldn't make sense to end at that. Then he comes back in after making sure we are all done talking so he can proceed uninterrupted, and he does fine then. Biden uses pauses to set his cadence and his smile to buy that fraction of time to find the words he'll have the least amount of trouble with. I'm just so offended that he's gone through this kind of assumption and discrimination about his intelligence (as my son has, as my grandson will, as my father did) AGAIN, on top of all he's already gone through.

I think you're missing the point, it's a broader institutional problem - the issue of campaign financing is a systemic problem. If you rule that the first amendment applies not merely to the act of free expression itself, but to the expenditures as well, then you also directly create a situation where the means to freedom of expression are not equal and we are therefore at the mercy of those who control the means of production. The more money you have, the more you control the dissemination of speech. The result is that you usually have no choice but to go through corporate sponsors if one is to successfully campaign, and this process affects our entire political system. Most politicians accept contributions that come from corporations in some form or another, but it goes beyond that - many point to research that suggests campaign contributions from corporations don't seem to have a significant impact on the outcome of elections or the voting patterns of elected officials, but post-election lobbying often does. I think the issue here is that there is people are under the illusion that the integrity of our governing body and the interests of corporate entities were ever separate in the first place. Since the industrial revolution and the start of the 20th century, we have witnessed the expansion in power and resources of both the federal government and various private industrial sectors, and the thing is that business interests are irreparably intertwined in the decision-making process of our government. It's not that corporations are usually donating to further their interests, but merely maintain the status quo. The issue is the lack of political equity - the only people that usually have a significant voice in the process are those that control the means of production, and so they usually control the conversation from the very beginning. It isn't just in campaign financing and post-election lobbying, the average individual is largely removed from the political process at numerous levels - we're often given the illusion of political representation but are deprived of it in reality. The fact of the matter is that any politician seeking election to a public office must implicitly play by certain rules, and these usually mean necessarily playing into the interests of corporate entities. It's impossible to avoid given the influence of large businesses in the United States - we are a country with a disproportionate reverence for private property woven into our constitution. The reality we face, however, is that if we want a truly democratic society, we must necessarily change the very foundation of our political system. I think that greater campaign-finance reform would improve political equity, but it's only a scratch on the surface in reality. What we need is to systematically remove the influence of corporations and create a system that goes beyond merely establishing a level playing field, but actively works to maximize the input of all citizens in the democratic process, not merely in electoral politics.

@@alexandermendez4653 I don't know where you all get your degree of hostility, but I suppose you're angry at something, though I never did anything to you. Anyway, the first claim is just an outright lie - there's not verified source that provides any credible claim that the President has any connection to any "voter fraud organization" at all. In regards to that Breakfast Club speech where he said "you ain't black" - it was certainly an appropriation of black slang and just bad optics, but at least he actually will put forward policies to reduce poverty rates for blacks and minorities, improving their education opportunities, and undoing housing segregation in the country. In regards to the Ukraine claim that has been determined to be false on several occasions and USA Today does one of their really helpful and detailed fact checks on it (see here: www.google.com/amp/s/amp.usatoday.com/amp/5991434002 ).
Whereas, Trump really did leverage aid to Ukraine in his phone call with the new President, in order to have them investigate Biden (this is illegal in both the Ukraine and here at home).
In regards to his plagiarism of Kinnock, plagiarism is a big deal (it can even be criminal) and he ended up dropping out over the scandal of that. I don't believe it was with I'll will or malice. He also spoke in speeches and used the words of other politicians, whom he admired, Neil Kinnock was one of these men, next to Hubert Humphrey and John Kennedy, but using people's words and thoughts without crediting them is not right.
I also don't defend that exchange with the guy where he claimed he had a "higher IQ than you" or said he graduated with honors. Let's just agree his 1988 Campaign was a disaster all together.
He's never put forward a plan to fully eliminate fracking. He has called for reductions in fracking and where it can be done, but not ever to ban fracking. A full fact check can be found here: www.google.com/amp/s/amp.usatoday.com/amp/4315441001
These seem like non-sequiturs anyhow, but facts and verified claims are really important. If we don't have a set of agreed upon facts and statistics, we will never be able to come to consensus on issues.

The underlying issue here is political equity - ensuring an unbiased and democratic process. That said, I think it's a small change to a system which is fundamentally flawed in its very foundation and has dramatic room for drastic improvement. Biden isn't anything more than another cog in the machine, but he's one that has tried to make certain changes to the structure where he can, though they've largely been inadequate. He isn't some deviously corrupt manipulator as you all like to believe he is (at least no more than pretty much any other politician), he's just a moderate neoliberal that tried to be pragmatic, but while I can appreciate his effort, what we need more than anything is substantive change on a dramatic level.

It's probably because of the thick side and back hairs in contrast to the not so thick top, but most notably them. sideburns.
