It seems the filter is made of fabric, I guess the front hole sucks the dust in and the dust comes out through the filter in the back hole.

Does the dust following back out if the machine turns off?

I've had mine for over 10+ years. The dust stays in the canister very nicely. If you don't clean it regularly I suppose some might come out. I've never had it happen to me.
