Please help when I send from my iPhone 11 and send a pdf file attachment to gmail they receive error unable to open because you don’t have access to this persons file drive.I have no clue how to fix

It sounds like you must be sharing it through Google Drive, so you need to allow the recipient to access it on Google Drive. I don't have any iPhone specific videos, but I have two videos about Sharing Google Drive Files From Android that should be fairly similar.
If you enable link sharing, that should solve the problem, and they should be able to access the file, as it sounds like you've already sent them a link:

Or you could share it with them directly:
ruclips.net/video/UbdEnAolTNM/видео.html
Alternatively, you could download the file to your phone, and then attach it to the email properly. Again, I don't have any iPhone videos, but it's usually fairly straightforward to figure out.
