Answer to first question: probably not, but since your Wii u is hacked I assume, you can just use WUP installer to install the DLC to your console for free, if you can find the WUP files Answer to second question: the mod will have to be enabled through the plugin loader on HBL every time you want to use it, so simply don’t activate the mod when you want to play online. Not sure if online will work with it enabled
The Booster Pack courses are not available. Do you plan on porting them in the future? It’s pretty strange how they are shown in game but not present in the mod

Then go to the homebrew app store and get the Wii U Pluggin Loader and once that's installed look for it on the hbc, then when it loads you should see an option for Cafe Loader. Enable that and then click + to exit. For the patch just follow the instructions. All you have to do is replace/overwrite files. I did the patch however, It still has problems with the music and the some cups are unplayable.

@o Fire hopping was never intended in the first place. It would have never been a thing if the developers knew about it. Also, I don't want to see dummies trying so hard by hopping around in a casual game like Mario Kart; shortcuts are more impressive than that. Just because six red shells is a possibility doesn't mean it will happen. It doesn't ruin the game as it's very rare and you can still make a comeback because there are double the items. In the original Mario Kart 8, you could only protect yourself in first place with one banana, that is, if you happen to get that over a coin. In Mario Kart 8 Deluxe at least you're guaranteed to get a banana if you reach a double item block.

At the moment no. The tracks appear in the menu but selecting them does nothing and they aren’t in the mod files as far as im aware

The Wii U version it's not that bad, you can see rival's objets, but the Battle Mode is trash
Items are also way more balanced, especially with the mod that removes coins (which works with this modpack btw)
