The spraying happening at 11:46 would be something you'd be fined for if there were people on the sidewalk where I live. I kind of think it's a big minus that these cars don't have a sense of cause and effect. In situation like this a decent human driver should avoid big puddles (or slow down). Waymo doesn't care. Reality is that if you're Google and do solid lobbying to the municipality it doesn't matter if your cars can't be fined or if they will soak some pedestrians.

Is Waymo programmed to detect large puddles in the road and if a pedestrian is on the pavement slow down or take other measures to avoid drenching the pedestrian? If anything is going to spark a reaction it would be a vehicle carelessly drenching a pedestrian or cyclist, especially if a person is drenched and the Waymo then stops at a set of traffic lights. Does Waymo consider puddles or obstacles where people get in and out of the vehicle? Although no one is driving, when it driverless car gets into a situation it seems like any blame or abuse is going to be aimed at the passengers.

Just a thought, why does it even bother using the windshield wipers? There's nothing inside the car that's doing any tracking is there?

Probably ML plus a massive dataset. Later on there are some flashing parking enforcement vehicles which Waymo correctly disregards.
