If you're still having issues, make sure to check the minimum processor state settings as well! For some reason the minimum was 100% for on plug-in. Changing that to 5 helped out so much!

This is a great video and good advice. However if I am having to do this on a brand new notebook I consider something to be wrong with the notebook. Set on "Balanced" it should be already doing this automatically and it should not have to be "Forced" into a permanent "Low" speed mode.
I did this on my desktop years back on an i7. Intel has turbo post that brings up the voltage but it doesn’t need it if your gpu is limiting it. At 99%, it made it quiet and the performance was the same as my gpu was limiting it.

Just one question, in the task manager, will the CPU usage % account for limiter or will it still display the full potential 100% (i.e. if I limit it to 50%, it'd visibly rise to 50% or is the 50% usage the new 100%?)
I had this problem suddenly showed up today & i was super worried tbh !, I am a gamer who plays fortnite mostly so my CPU needs a lot of power so i just reduced the maximum to "95" and the fans got quite after 15 seconds ! awesome thanks man :3
What about the "Power and Sleep settings" when you right-click on the battery icon? It has different settings then the "Power Options" in the legacy Control Panel.

Fixed! I just had to reduce the "Maximum processor state Setting" to 99%, and the fan turned off. Paradise! Totally quiet. Thanks!

You will need to make several Power Profiles so you can quickly and easily flip back and forth between the 2.

My minimum processor was set at 80% on new latptop. Putting it down to 5% feels like the calm after a storm.

My fan is being so loud I looked and the settings were not the same for me also when I play roblox it just gets really loud

Worse laptop, please go through another if you are plaaning to used windows, if you are planning to used linux then it is best.
