It must have been patched. I'm on version 8.4.2 and I did exactly as you did and I ain't getting anything.

Oh u need to have it in ur inventory to have it spawn. they don't seem to hard to get

zygarde cells spawn in new chunks you havent explored with
zygarde cube

I don't know why It's not working for me. I'm in singleplayer and I'm not sure about a few things.
1. How high must I be for this to work?
2. Do I HAVE to build up with blocks or can I use a flying pokemon? whatever it is, it ain't working for me. New chucks still work though
3. does render distance matter?

they only spawn in chunks that haven't been rendered for more than 30 minutes i know this is late but for future people this will help.

This is somewhat super basic tutorial , but not a full tutorial.
1: He didn't say how much time he waited while flying
2: He didn't show how 100% Zygarde looks like
3: He keeps going back and forth between "it's not easy" and "It's really easy" throughout the entire tutorial.
