Criminality should add a feature for anti-cheat, where each time the hacker cheats, more police npcs would spawn in and start shooting the exploiter, arresting, and start beating the hacker to death.
thinking about it, best thing that crim devs could do is not make the game free, but just a lot cheaper, that way cheaters would hold back while a lot of people would be able to access the game

Id suggest you to find other ways to detect cheaters than just becomming invisible. Cheaters can easily change the ESP script to detect when a character has its "Transparency = 1" and just know that you are an admin testing them.
