These type of penetrations are used in maritime industry. Every shipyard electricians hates to do those :). Looks nice on demo videos, but in practice, no vessel has cable penetrations in accesible places, like here (wall, on eye level). Usually these are somewhere in the corner of the room, behind some pipes etc. Sometimes it takes a day of work for 2 ppl to seal one penetration and a lot of frustration. Most popular supplier of these is Roxtec. And yes, they are crazy expensive.
Basically everything that achieves this is expensive but most cannot be changed once installed. I've seen times in a new building where everything was run and sealed and the needed to add a few things due to a customers needs changing and it was easier to drill a new hole and seal it then pull the old one apart and redo. This is a Premium product for those who know that it can save thousands down the road.

I think these are used in electrical vaults. They route electrical and other utilities underground. I can see why this is used in that case. stupid expensive i'm sure for average consumer lol
Firebreak... its actually mandatory in many buildings in Austria/Germany(bigger installs, wont rly see this stuff in small houses). Its used to keep fires spreading into cable elevators/lifts and through that throughout the building. Theres different kinds, theres also a paste mateiral. BUT This stuff seems great if u need to run a new cable through. Cause the paste hardens and needs to be drillet out again.

This system is to prevent fires from spreading through walls along the cables.
Another use is to prevent water coming into a basement.
