If you are allowed to have about 2,000 USD in your combined checking & savings but Medicaid says you can only spend $160 each month on personal stuff out of your social security, then how can you ever spend the 2,000?

The $160.00 is the personal needs allowance. Essentially, all of your income (except the personal needs allowance of $160.00/month) goes to the nursing home. So, you can spend your money however you like.
If you are not in a nursing home (e.g. ALF or receiving home care) then the Personal Needs Allowance is really not applicable.

Oh! So in a nursing home we'd have to contribute the 2,000 from checking & savings to the nursing home leaving only the 160/month for us for personal needs. And in the ALF we can spend more than 160 but still cannot keep more than the 2000 to still qualify.@@elderneedslaw

Hello - Medicaid is really an umbrella term for multiple different programs. The programs I focus on are: ICP (for those in nursing homes), Medicaid Waiver (for those who want to receive care at home or in an ALF), and QMB (for those on Medicare). It sounds like you and your family are interested in "Community Medicaid" which my office does not handle. However: applications for Medicaid can be done through the Florida Department of Children and Families’ online ACCESS system, which is also where you can check on the status of applications, manage documents, view schedules, and more. To create a myACCESS account and apply online, visit www.myflorida.com/accessflorida/.
Applications can be done at a DCF customer service center. To find one near you “Select a County”from the “ACCESS Service Center Locations” option at: www.myflfamilies.com/service-programs/access/map.shtml.
Applications can be done on-site through a member of the DCF Community Partner Network. Community partners are listed at: www.dcf.state.fl.us/access/CPSLookup/search.aspx.
You can complete a paper application, which may be requested by calling 850-300-4DCF (4323), and submit it in person, by mail or fax. Customer Service Center locations and fax numbers can be found at: www.dcf.state.fl.us/programs/access/map.shtml.
Applications can be done over the phone by calling 850-300-4DCF (4323).
If you need assistance you can contact your local legal aid organization.
Good luck to you and your family!

How to switch from Waiver to ICP as the Loved One progresses? Is it a whole new application process?@@elderneedslaw

@@ungarlinski7965 - You would notify the Medicaid case manager assigned to your loved one (everyone on Medicaid Waiver is assigned a case manager) and they should walk you through the process. Usually, a new application is not necessary. However, I have heard of people filing new application anyway. If so, usually the nursing home will have someone on staff who can submit the application for free.
