@@varunprasad7299 no its fine as long as it has continuity between the top and bottom, and as long as it isn't continuous from left to right. The wire is protected with enamel so as long as it tests OK it's fine to leave as it is

It's best to remove the encoder and check again, because SMD cap failures are rare compared to the chip itself :)
