Yes, the same general methodology applies. In lieu of product/collection pages, you'd have {service + location pages}. Write supporting blog content, build internal links to the {service + location pages}, and then build backlinks to your home page and blog posts. Hope that helps!
How should I do internal linking when all my product categories are pretty much the same and all blog posts I can ever write fit into every product category?
Prioritize your product categories into a numbered list, then place internal links accordingly in your blog content. Your most important category should receive the first internal link from a blog, your second most important category should receive the second, and so on. However, I'd argue that they probably don't all fit into every blog. Sure, any ultimate guides or benefits of-type blogs they may all fit into, but try to find more keywords that are specific to individual categories, then target those as well.
