हम अपने रिश्तेदार बदल सकते है, लेकिन पड़ोसी नहीं। इस तथ्य का असर भारत सरकार की कूटनीति मे भी अक्सर देखने को मिलता है। तभी तो तिब्बत, पाकिस्तान और भूटान को छोड़कर भारत के बाकी सभी देशों से कभी न कभी रिश्ते खराब भी हुए है, तो वो सुधरे भी है और कई बार तो वो और हम एक दूसरे के सबसे करीब भी नजर आए हे हैं। कभी शिकायत तो कभी नाराजगी, कभी दोस्ती तो कभी दुश्मनी । कुछ ऐसे ही रिश्ते भारत और श्रीलंका के बीच भी रहे हैं। आज भले ही भारत और श्रीलंका एक दूसरे के बहुत नजदीक है, सदियों से ही नहीं, बल्कि त्रेतायुग से आज कलयुग तक हमारा खट्टा मीठा इतिहास रहा हैं। राम रावण और अशोक के समय से ही वहाँ भारत और श्रीलंका के लोगों के दिलों मे एक दूसरे के लिए कभी मित्रता तो कभी शत्रुता के पौधे खूब पनपे हैं। समकालीन इतिहास मे भी ऐसी कई घटनाए हुई है, जिनका प्रभाव भारत और श्रीलंका की राजनीति पर खूब पड़ा हैं। जिनमे सबसे अहम है, वहाँ की तमिल आबादी का वहाँ की सरकार के प्रति हुआ विद्रोह, जिसका ट्रिगर पॉइंट बना था, श्रीलंका के इतिहास का ब्लैक जुलाई।
