Railway department aur RTCT KO spasht adesh ki copies train ke andar bahar chaspa karni chahiye, NO BILL, NO PAYMENT, IF DEMANDS MORE THAN MRP, PAKDO AUR MARO, TABHI SUDHAR HOGAW, LATON KI DEVI BATON SE NAHIN MANTI
It is normal and common practice in almost all trains in India, I do not believe that IRCTC doesn't know anything, if it does then there is no vigilance of IRCRC.
Very difficult to change as kitchen of every govt dept be it railways or hospitals are very dirty ,there is no responsibility or concern. Since you can order online food from pvt vendors ,it is better. The best option is pack home cooked food for 24 hours thereafter try online or station food which are better than running train food.
Railway pantry me bahut sudhar ki jarurat hai. Aisa karke ye bahut achha kam kar rahe hai. The way this pantyman behaviour is non bearable, he must be punished. Complan this to highest authority.
The best pantry i have seen: Deccan Queen, 12844/43 Puri Express, and few trains of ECoR. They were very polite, no scams and good food quality. I visited pantry, the staff spoke very well and cleanliness was there. I think ECoR and CR is doing good on this side.

One easy solution for this is the solution used by many American stores. Put up a big notice in all compartments that if there's no bill given, then the food is free and no payment is required.

Pantry walo ki complaint karte rahoge. Railways attaching Extra Coaches on peak season, without allotting seats to passengers on waiting list. Means Reservation System / Computer is not updated about extra coaches attached. Then seats are sold to passengers no having any tkt, on high premium and passengers are not even provided tickets. Thus passengers travelled 2,000 kms in comfort without revenue to Railways.

May be we should have the culture to tip the server to appreciate good services, that will encourage good service behavior. That should make our servers happy. After that if anyone overcharges, strict action should be taken. Server id with Train info can be sent to a Railway customer care center. AI can escalate it to higher authority if more complaints come from same server or contractor or the train route.
