Even discounting the plumes of flame, there's still a very visible difference between cyndaquail and the rest of its line, with only quilava to typhlosion resembling the pawmi line's stand up plus minor changes aesthetic.

gardevoir originally had a bust for female and was a female only species (or it could of been the males didnt evolve past kirlia i cant recall 100% off the top of my head). it was changed before release in jp because of fear of what it would cause (it happened anyway). so both genders are identical. there is original concept art of the gardevoir line online, and there was an interview done to in gen 4 (or 5) when gallade was released. this may of been to show difference since Gardevoir is considered a princess knight. shogun himi. bear in mind i may be misremembering a few pieces but at the very least females were obviously different from the males i remember this vividly from a conversation i had with my friend and we spent a few hours finding the original source. was a fun 60 bucks i won.

First is that Gen 1 was originally established as the real world but with Pokémon discovered as unique creatures among regular animals and plants. By Gen 3 it had been retconned so that the Pokémon world is its own unique place and legendaries as forces of nature. Later on it was established that Pokémon have a unique life energy. My takeaway is that there are regular animals like Pidgey and Rattata, something like nature spirits/yokai for others, and then greater spirits and deities for things like pseudos and legendaries. So Pokémon are all made of the same stuff but fill different categories
