Koreans are part of the 56 official races of China. So, the Koreans you see in this town should mostly be locals (Chinese citizens of Korean heritage) though I am sure some are genuine North Koreans who have permission to work in China.
There are Korean ethnic Chinese and real North Korean worker in China. They speak the same language . Most of Korean ethnic Chinese think they are Chinese although their ancestors are from Korean penisular to avoid of war and move to North East China .
North Korea isn't the most isolated country, it's Turkmenistan. You get to hear the most about North Korea due to obvious reasons. Travelling to Turkmenistan is nearly impossible, unlike North Korea.

I'm not sure at what point during your group tour you thought it might be possible to "sneak into North Korea". It was actually possible over 20 years ago at a place called "Yi Bu Kua" (一 步 跨） just north of Dandong near Hushan Great Wall. Now there are barbwire fences and security cameras preventing this adventure, but you can still get closer to North Korea than at any other point in Dandong. Nevertheless, you still got some nice footage of the North Korean border from aboard the tour ship and a sentry waved at you.
