In fairness, we know next to nothing about Rosa's personal life... and neither does the 99. They don't even know where she lives, for the most part, even with the people who are her closest friends. That means she has plenty of room to secretly do all sorts of stuff. Though... the medical/business schools are a bit of a snag to that theory... Considering she was in the academy with Jake and, according to some sources, seems to be younger than him, as well...
She is younger, she was the only one who could here the high pitched whistle for people under 35, when they where at the police convention. Jake and Charles only pretended to hear it so she’s definitely younger than them .
