Bowser may be a boring Mario character but he replaced Donkey Kong's arch-enemy role as Nintendo had decided to do that to make The Super Mario franchise more better and well known. This is how Mario's occupation had changed from Carpenter to Plumber. According to the Super Mario Bros. 1985's Manual Book it says that Bowser is the "King of Koopas" since he had his minions turning Toads into objects and bricks. This is the reason why Bowser isn't really considered to be the worst Mario character in 2d and 3d Mario adventures but in Spin-off titles Bowser can be boring at times. This is how Bowser is neutral in Spin-off games but not in traditional Mario games e.g. Super Mario 64, New Super Mario Bros, Super Mario Galaxy and etc.
A quick tip: you can stop the pow from slowing you down too much by swinging the wii remote up and down as you would when flying in the air after a speed boost when the pow disappears. This will cause the vehicle to spin only once and still have full speed instead of having no speed and spinning multiple times
