This reply may be a bit late, but if you are still interested:
There are no tuition fees in Germany (at lest not for public universities, like the TU Dortmund). This only applies to international students. You only need to pay a "Semesterbeitrag" for administrative expenses. This is between €300 and €350 per semester (6 months). In total, €1200 - €1400 for the whole course, if you finish it in the regular 4 semesters.
