Because he doesn't get it in the source material (comics) either. In DC, Aquakinesis is an ability that only highborn Xebelians (such as Mera) possess, and only through being taught. Atlanteans do not have it. It's like a well-guarded secret. Mera could teach him to use it, but otherwise he can't.
The visual effect for this scene, Arthur swimming try to find his dad, Mera's controlling the water, the music...damn i always repeat this scene!

Seeing the speed and fluidity of Aquaman's super-swimming was REALLY exhilarating, perfect CG effects!
Let's appreciate how Arthur can swim through a turmoil full of debris like it's just a strong windy day with leafs hitting him, quite a cool small feat.

I actually love the way this scene is set up, I still remember my first time watching it; you follow Aquaman looking at his dad and as the wave starts to hit, it almost doesn't seem real, like a dream his father was having. But as Aquaman starts to panic and you start to realize the scope of what is happening you start to get anxiety also, like realizing the dream that you thought was a nightmare is actually real, then the aftermath at the end, makes the horror of what happened hit home, a sobering sight.
