I remember seeing this game first time maybe 15 years ago. The dev posted a statement that he really liked Dwarf Fortress but hated the UI. So he said either he wait until they fix the UI or he will make his own game

I'm looking for a game that is somewhat like this with a small city builder mechanic But also with some kind of battle Mechanics.
The idea is that I'm looking for a Game that has goblins like the ones you see in goblin slayer but has you playing as them And building and evolving a settlement of goblins.
I like the idea of this game because it is a goblin city development game which is something I've been waiting for but I want something that's a little more heavy on the serious or Dark side and a little light on the comical or cute side.
I like the city building idea of the game because it gives me the means to make a camp Or village however I want, But ultimately I just want to get a hoard of goblins and other creatures and take over As much as I possibly can.
If you know of a game that is kind of like that or if you're working on a game that's kind of like that, Let me know otherwise, if you ran out of ideas, there you go.
I'm using the Xbox One and steam on the PC So In a perfect world I'm looking for something available on either one of those.
A little context, I've been a fan of fantasy creatures, especially goblins and orks and other crazy creatures like that Since I was in middle school and a couple of years ago I took an unhealthy interest in goblin slayer for literally all of the wrong reasons.
I just want a game that lets me build my hoard of goblins, Orks, ogres and Other wild beasties And lets me Loose to harass the local populations.
Just about any game that already covers the topic I've probably already heard of or checked down already So it's not really something that's out there right now as far as I'm aware.
And yes, I am looking for a game that has you playing as the bad guy or at least the Morally Gray guy, I've been playing hero games and good guy games since I Picked up my first game controller And I just want to be the bad guy for once, But I want it to be by my own means, Being the hero aint as great as it's all cut out to be and it's really not as Wholesome as it seems, Between villagers constantly stuffing my face full of quests and complaints And the whining and moaning over the fact I need to bloody my sword in order to protect them from the beasts attacking them, I just can't handle protecting people who can't be pleased.
I miss the old 2d version of this, was pretty good.
