The Lounge is for the Upper Class passengers only. The wander wall is at the other end galley area of Premium Economy. I fly Upper Class and have seen PE passengers removed from the area on more than one occasion.
The lounge is called The Loft on A330-900neos. As has been pointed out it is for Upper Class passengers. But I also have seen Premium Economy passengers allowed to use it. It has to be said this is not regular practice and in my experience it depends on the cabin crew and if it is not being used by Upper Class passengers. The drinks/snacks laid out here are not the Wander Wall refered to in the menu.

I think the onboard "lounge" is meant to be only accessible to Upper Class passengers if I recall.
The flight attendants didn’t have any problems with premium economy passengers using it 🤷🏻♂️
