im quite sure its a macro - the boss switches his target to the target he wanna "frozen bind" you can see it on his target under the icon so its a /use [@targettarget, help] blessing of freedom or something similair

If you have a pet class you want to stand as close to the wall for Stal as posssible when it drops DONT move and send the pet in to attack. You should still keep the event quest in your log and when it dies you will receive the gem.

It’s a target of target macro. The spell is casted on the target of the boss.
He also uses it on first boss for sacrifice immunities.
