I don’t think Big wrote that song thinking of Pac but Diddy most definitely knew what he was doing dropping it at that time. Diddy played with Bigs life and was responsible for him losing it.
The person who killed Big is responsible, let’s not get that twisted. If dropping a song at an in-opportune time made you responsible for another grown man’s actions, then rap music would have been banned.

Security told him that 3 different people had told them they were coming to kill then that night since they were leaving the next day. What did Diddy say? “You don’t gotta go then.” Big was supposed to be in London when he got killed, Diddy called Kirk Burrows and told him to cancel it. He was determined to go to that party and show his ass and get a little money and it cost Big his life. That security guard, Gene Deal, is the only reason Diddy didn’t get shot up. Diddy wouldn’t let Gene ride on the car how he wanted and made him get in the back seat, then moved the seat all the way back. Gene told the driver to run the next three lights. They ran the light, Big didn’t. If Diddy wouldn’t have made the decisions he made then Big would still be here.

For those too slow to grasp what he’s saying….He literally stated Biggie didn’t write the song thinking it was about Tupac. The fact the song was written, recorded, and meant for an entire different Mary J. album speaks to as much. In this interview, he’s asserting Puff released the song in a way to antagonize and stir up public discussion, hence bringing more attention to the song. Even thought it wasn’t specifically about Tupac, he designed to the release to create an association.
Basically the song wasn't written and recorded as a Diss track just a hard street record but was released and essentially marketed as such. Sort of a veiled diss.

So when did Biggie lay down the second verse of the song? Because we hear this, and cool, it was recorded before Tupac being shot.

The music of this track was dope enough for hip-hop to need this at that time. Think about it. It was the last of its kind. Dope, dirty, smoky 808 track that demanded a hard-core east coast flow. At the start of the eastwest beef it was something for heads to stand on. That's why the almost 2 year old track was recycles. Who didn't bust a sick verse for the heads on this back then?
