Budget means you are conscious of what you spend on. It doesn’t mean not tipping your servers well. If you plan on eating out, tips are included in that budget. If you can’t afford to eat out every meal, you plan for other options like booking in a place that has a kitchen where you can cook your own meals on some days. Nothing wrong with that IMO
