You've comprehensively addressed and elucidated nearly all the situations we encounter daily. I propose the following suggestions for consideration:
1. Mosques ought to declare that providing charity to professional beggars constitutes a grave sin.
2. Establishing their identity is crucial; therefore, issuing identity cards for beggars should be prioritized to ascertain the precise number of their families.
3. Government-level warnings should be issued to beggars, and provisions such as food should be arranged, akin to langarkhanas, before their apprehension.
4. It's imperative to provide industrial education to the younger generation of beggars to equip them with skills for livelihood.
Well said. But these small easy steps are complicated now to implement. Mindset is too frustrated now that people feel easy to advise other rather than doing own.

This is why I have made it simple and I dont give a single rupee to these beggars no matter how much they try and cry. Instead I try to pay generously to skilled labourers who do their job sincerely. Apart from that, my charity is better off if donated to the victims in Gaza.

Also, for people who use their banks' mobile app, donating sadqa or zakaat - daily, monthly, or annual) to a suitable charity (like Al-Khidmat, Shaukat Khanum, and many others; even as low as Rs. 50) is only one click away - extremely easy nowadays. More/all earning Pakistanis should do this instead of filling the pockets of this roadside mafia 🙏🏽.
Giving it instead to anyone trying to make a honest living selling you something is a million times better.
I also have completly stopped donating to any charity who is spending in Pakistan for pakistani people. I think personally that our money is very well spend if we donate it for our actually HAQDAAR brothers and sisters in 1. Palestine, 2. Yemen, 3. Sudan. (18 million people face acute hunger in Sudan)

My mother haggle vegetable seller (who himself is poor and trying to make a living by selling vegetables) for 10 RS but she happily give a "haramkhor" beggar 50 RS.
Because the beggar says things that satisfies my mother's ego and she gets instant gratification.

Assuming Karachi, Lahore , Isl/pindi teeno mai 30000+20000+10000 main junctions ho, it equals 60000 junctions.
har junction par 10 faqeer bhi assume kar lai to in 3 shehro kai 6 lac faqeer bantay hai jo roads pe mangtay hai. ab agar ye figure puray mulk mai extrapolate karai to isko 4x kar letay hai. i.e. 24 lac
Ab peechay reh gaye baqi courts, parks, bell bajane walay aur public places kai faqeeer. woh inn roads walo se 3x bhi assume karai, to bhi total 24+24×3=98 lacs ho gaye

hence 3 crore ki figures meri samjh nahi aa rahi. I'd appreciate if you could share source data of 3 crore stats.

Yes it is, if you are giving 1x to a person who does not need your money and this is his job. Then, you're obliged to give 10x to the real needy one as a fine (kaffara) which Allah orders you not any other person

I have thought about this for many years, I've concluded that begging isn't the root cause of this problem; fraud is. If we eliminate the fraud problem, the money and efforts will go where they're supposed to.
The solution I've come up with is a nonprofit welfare organization with the purpose and resources to identify, investigate, and apprehend these fraudsters. This organization would raise awareness in society through social media and mainstream media, similar to RUclipsrs' efforts but more organized and with strong backing from influential figures in society.
In essence, it's an independent voluntary fraud police with SOPs and proper checks and balances. This could be a significant first step towards solving this problem, and once the fraud is addressed, the money will automatically go to people in need who are actually suffering in these hard times.
This is just a starting point, but it could lead to many other improvements in our society. However, I'll leave it at that, as I doubt anyone will take action, and we'll likely be stuck with this problem for at least the next 15-20 years before any governmental organization even considers it.
Awarness should be spread among common people about this critical problem and police should also come forward to get rid of this evil.
