Hi. I am using GOVERNOR ESC SCORPION. Is it possible that on the ground there are some rotor revolutions, and others in the air? (They are respectively lower)

quick question: i have this combo with my goblin 700 competition, whenever i switch to a lower headspeed the esc brakes the motor actively even though i have set it to vbar governor, why is that?
