@Chess with Suren yes, objectively they are equally strong. Rc7+ reduses the moves of the black king, since after Kg6 Ne5/d4 would be checkmate. But with black’s best defence both moves win a piece, so they are equally strong.
The puzzle is rook takes E8. Now if rook takes, then queen takes b7 with check, and after that the rook from C1 will also join the party and black is hopeless. On the other hand, if queen takes after rook takes knight, then simply rook takes rook with check, and after that white will be a piece up
