Court can do anything under the shadow of its inherent power. The Civil courts had inherent power to issue temporary injunctions in cases which were not covered by the provisions of O. 39 Civil Procedure Code.

1 the prsn who was unable to pay the revenue or 2 the prsn who paid revenue as a relative of 1 prsn
