Sorry for replying late. Yes Inner Line Permit is required for foreign nationals if they are traveling to the places that falls between Kaza and Reckong Peo.

I am asking with the view that if we travel to so close to these destinations, what would is be the likely additional expense (just based on your experience in this geographic area) to visit Khardung la??? And how many days are needed extra, to cover this extra place(s)???
Lahaul- Spiti is a different region from Ladakh. And to visit Leh or Khardung la from Spiti, you have to plan via Gramphu, which is just 65 km from Manali. What I mean to say here is, it will cost the same amount and time of what usually people spending during their Manali-Leh trip. In my case, when I planned a bike trip from Manali to Leh in the year 2015, it cost me 25k for a 10 day trip. So if you're planning to visit Leh in addition to your Spiti trip add 8-10 days to your itinerary and increase your budget with 20-30k more. (Depending on your spending nature)
Very well explained everything. Fabulous job you did in aquring information, photography and other information. How did you managed riding on spoke wheel. Didn't you feel if puncture occur than what, I have same bike with same spoke wheel , what to do before planning solo.
Off-road bikes use spokes wheels because they often run on low tyre pressure to deal with difficult terrain. Whereas the alloy wheel cannot keep the tyre bead seated at low pressure as they are more prone to fail from hard impact and are heavier than spoke wheels. The alloy wheels are rigid in nature and cannot damp the vibrations of the bike. Moreover if we hit a pothole, the spoked wheels which is made of a steel and is a seperate part from the rim may adjust to it and not suffer much deformation. Even if it does, you can fix it. But alloy wheels, due to its rigidity might not be able to withstand the force and may deform. And once deformed there's no other way but to replace it. Also installation of alloy wheels causes the shaft bearings to fail often due to the vibrations not being damped. So my suggestion would be to keep the classic and vintage look going, and avoid alloy wheels. I have replaced with a brand new tyre during my Spiti valley trip to minimise the chance of tyre puncture.
If puncture occurs to any nearby village or town then you'll get roadside assistance. Else, your bike need to tow to the nearest puncture shop. Many riders learn to fix punctures so they carry the puncture kit with them and help themselves.

You can also opt 70-300mm for telephoto, to capture distant subjects. So with these two lenses, you have the complete focal ranges required to begin with photography. I cannot personally rate any since, I haven't rented in Delhi. I suggest to rent less driven (latest model) and well serviced bike. If you get it for a bang of a buck, probably there's nothing you need to worry about.
