You can still apply. In the application form, there is a question about if you need a supervisor. Put yes on that. Your profile will be delivered to the professors who need thesis student at that time. If your profile and interest match with them, they will contact you. Though it’s a bit uncertain.

I want to pursue my graduation from memorial university Newfoundland in scientific computing (Msc), I sent an email to a supervisor about my credentials he reply me that"I would encourage you to apply so that your application reviewed in full" is it positive step from supervisor? Kindly guide me
Well, that’s more of a generic reply. But even if you manage a supervisor, you have to apply for that program to enroll. So applying for the program will be the best in this case.
