You can find that out at about 9.16 in the video. 🙂 It is also explained there that reason behind it, is so the bit under the rose when assembling doesn't end up too thick.
I wish you would've said in the beginning not to add the teiple crochets on all petals. You kind of said to add it on all of them and your video volume is too low its hard to hear.

Hi, love this pattern and am making some. With the final petal you do a different edging to make it look more open and realistic. Do you do this on just the final three petals, six of them or all nine? Any help would be great, Thank you x

You just have to chain 5 and than do two triple crochet. Yarn over yarn over go through loop, yarn over again, go through two, yarn over go through two and repeat, you will have three triple crochet , because the first chain 5 is counted as first triple crochet. I hope I have made it clear, because I tried to explain without having a yarn and hook with me. Good luck.
