Depends on your definition of "racist." People recently have warped the definition of "racist" in order to fit their political agenda, making the attempt to classify states as racist or not racist impossible.

@@arepadetrigo I live in Tx and can confirm what you said about minority racism. I frequently hear horrible anti Black racism from Hispanic people here in TX. There is also a lot of self hating racism in the Hispanic community like they believe that white people are better than themselves. It is like a lot of Hispanic people believe that we are some noble race of people. I had Hispanic friends growing up that said that their parents would rather them hang out with me instead of other Hispanic kids or god forbid black kids in their eyes. It is really bizarre form of racism and self hatred and never is spoken about. A lot of minority groups really hate each other though more than white/minority relations. I would say though that worst bigotry was Islamophobic bigotry. Almost all groups including especially whites hated or had ignorant views on Muslim or Asiatic people that they perceived as Muslims ie Sikhs or Hindus. Although this has all been changing in the past decades.
