Its the problem with bad writers taking on speedsters. Same thing happens with time travel, its a concept that we cant fully understand, so writing fantasy or science fiction about it without at the very least establishing some rules that you can stay true to is ridiculous, that's why I kinda give up on stuff when they start to talk about time and time travel and use all those fancy words in an effort to sound smart. In the case of a speedster, that power is so overpowered that most mediocre writers have no idea what to do with it, and they dumb down what originally could have been a good character and in this case, make Barry look incompetent in front of ANY villain he faces.
It's the trademark flaw of all the CW DC shows. These characters are capable of handling situations solo with the side cast generally being there as moral support or inspiration or the occasional provider of the 'missing piece of the puzzle' that the hero was missing. But instead they're reduced to immature, tantruming imbeciles who need a vast support network to even function. Arguably the best and most true-to-form live-action DC adaptation was Lois & Clark back in the 90's with Dean Cain's portrayal as Clark/Superman. Not only did he manage to pull off the costume in a time before the 'oh so gritty' dark leather variant on the suits, but he embodied all the best qualities of Superman as a positive role model and someone who was a beacon of light, positivity and hope in the world. Current Superman adaptations are all painfully stoic, brooding or outright grim.

I remember when Oliver got the new ability of being able to be really accurate with his bow. He could focus and imagine where he wanted the arrow to go and he would be able to do that......that's the equivalent of what Barry learned in season 7.......to do something he was already capable of doing since the first episode.

Cool thing I noticed, in the quickly cut montage of him predicting the path of the ball, it's show he's facing the other way with his hand up and turned back to catch the ball, but when this montage was happening he was facing forward. So, he predicted that she was going to tell him to turn around lol

There is a difference between having an accelerated perception (infinite time to solve a problem, but still limited brain of a normal human) and having a genius level supercomputer-like intelligence (enhanced judgement, deduction, observation, memory etc to superhuman levels). Thinking fast and thinking better are different things. This particular scene just showed HOW it is different. As a human, even if you can think for 20 years about how that ball will fly…. Your prediction will never be accurate. But he can think so accurately and extensively to the point of being able to see future. So, NO. These two abilities are quite different, mainly in their depth and magnitude.
My guess is that it was there but there's wasn't enough kinetic energy in his brain make it work cause the amount of speed force at the time before this wasn't enough to cause the effect to happen. Since his brain wasn't getting fired up by the energy every second it wouldn't cause the anything except everything just being slower than him.
And it was at this point that Barry Ascended to a point where he either solved all of the world's problems before they happened, and was either worshiped as a God or Cursed as a tyrant. What's that? That's not what happened? He keeps getting slapped around by run-of-the-mill bad guys who do not have any powers or tools that can keep up with him? This show struggles more and more to justify its premise when they give the main character abilities like this.

Without ever having seen the ball truly in action, DeVoe would have no real idea what it would do so he wouldn't be able to guess where it would end up. DeVoe is smarter than S7 Barry, but S7 Barry is now officially the fastest thinker alive.

I feel like super speed thinking doesn’t make you a genius. It doesn’t make you smarter, just gives you time to think things out. So if you look at a math problem but don’t know what a symbol means, your not gonna figure it out even if you can think 100x faster than before.

Without ever having seen the ball truly in action, DeVoe would have no real idea what it would do so he wouldn't be able to guess where it would end up.
