She sells Soul Appease and Dead Again, is always holding human remains, dresses in all black, and even has disturbing tools strapped to her. IIRC, Chloanne's model name in the game files is something along the lines of "torturer" as well. That jump at the end seems like she'd be a monster disguised as a human.
That *would* work with a headcanon that the reason she doesn't recognize Lenigrast is because she's wearing the skin/body of his daughter without being her. Reminds me of the Creighton/Pate/Cale triangle in terms of "Who is really who?"

If i had to guess, she's likely one of the many characters who got a massive rewrite during the big scrap&redo fiasco of DkS2's first build despite her model and file ID already being made beforehand for said first build. Much like how Lucatiel and the Bellkeepers were initially a traveling duo who were a Don Quixote and Poncho Villa reference, Chloanne was likely initially made to be a torturer NPC but got rewritten into being Lenigrat's weird rock collector daughter who likes to rub bones.

For some reason this is one of many things that Fromsoftware games likes to reiterate forever throughout their games.

There is also a valid reason why a lot of females in the games are barefoot. Women are often more kind, softer, gentle, mother figures. Being barefoot in a world that is so harmful and so dangerous shows how little they themself fear the outside. It is quite sad that everybody in todays society is such a brainrotten pornogrpahy addict that they can only thing of something sexual. I think it is a nice design change for some characters.
The Desert Sorceresses also have jiggle physics. Snake woman might, too, but frankly, I both dislike her, and that jester you can summon utterly dominates her, so it's not like I'm getting that long a look.
The best part of Dark Souls 2 is Majula. The music, the npcs, and the landscape is eerily perfect. Sometimes I load up the game and just chill in Majula.
She and her dad are there to highlight how mental and physical hollowing aren't the same thing (dad looks like a rotting zombie, has his wits about him more) though they are often (but not necessarily) linked
One of the many things I love about dark souls 2 is how unique it is in terms what it did that many other souls games didn’t, how often do nps gesture with there hands while talking, or have unique animations other than just the reused player animations? Such an underrated game.

Secret deepest lore. On her way to Majula she got replaced with gender bent Miyazaki and its all in the switch from rubbing a skull to a foot. He clearly hid in that 1 minimal poison swamp in the entire game close to her (besides the boss room) to take her place.
Chloanne and Lenigrast are up there as a pair of my favourite Dark Souls NPCs. Their questline, even if super brief, just brings the central theme of Dark Souls 2, the Curse of Hollowing, to the forefront. And they do it in two separate ways: Chloanne has had their memories eroded so that she doesn't remember even her father anymore. Her fascination with stones and bones is mostly all she seems to have left (perhaps a little like Cale and his map) Lenigrast, on the other side, has his memories in a better state but, instead, his body is decaying as he turns into good old Souls beef jerky And while their story is immensely sad, it's also comforting. Lenigrast gets to watch over his daughter and know she is safe. Knowing what hollowing is like, he elects not to confront her about their relationship. While Chloanne moves to Majula, where she can be part of the little cozy community that forms there and pursue her love for smithing stones, likely something that comes from having grown up with a blacksmith in the first place This whole dichotomy is Dark Souls 2 at its core
And the counter to all of this is already pointed out by someone else: that it's just bafflingly stupid as a design choice that they can't interact together, yet be so close.

So michael zaki did manage to put his mark on peak souls 2 by making the already-different-from-anyone-else stone trader lady perpetually barefoot and with normal looking feet (instead of whatever the hell the player model has). I'm sure he also turned on the jiggle physics before leaving the office to work on bloodborne
