Oh my... I've never thought about it that way. They are actually just on a patrol command, with the destination set very close to the origin point. The result is essentially constant movement in one location. Practical uses could be to group up units to make identification & targeting more difficult, or to ensure units are not idle & lose their acceleration.
The ultimate massive unit killer in the game but devourers are better due to they do splash damage and their acid caused many problems to anything they hit.

Those Devourers also don't deal splash damage, that's an upgrade exclusive to Abathur that Amon's Devourers don't get. Saying that the Devourer can splash is like saying that Marauders can do an AoE slow in ladder because Co-Op and campaign Marauders can do that.
Well devourers reduce defense and rate of fire on enemy air units especially battlecruisers and it allows mutalisks to do more damage to those massive ships.

Devourers don’t deal splash damage. Their effect splashes, but the damage is single target. They also attack at a snail’s pace.
Tell that to the devourers in Co-Op missions of legacy of the void.
