The art the original used wasn't animated before , creator had to animate it himself, they uploaded a video titled "animation process" for a another edit and you can see how it's done there

What you did show was simply the movement that follows the beat, basically a beginner tutorial, but the "U got that" meme is also animated with AE As you can see the eyes and arms are animated that was pantsu shot who did this at the same time, masking a already animated scene is easy but making the animation from a picture is different.
First, you click the layer (in this case It’s the camera) then you hit p on your keyboard to bring up the position property of the camera (this is the shortcut, u can twirl down the sections one by one if u want) there’s going to be an empty circle to the left ; that’s called the stopwatch. You position the time indicator (the blue arrow) wherever you want the keyframe to be and click the stopwatch. You made a keyframe. After u have clicked the stopwatch once, It’s going to remain blue for that layer and whenever you move the time indicator somewhere else and make a change, a new keyframe is going to be added automatically.
Definitely got the motion down with the 3D camera, however in my opinion, the blur on the transitions themselves in the original video is much more subtle and softened then just a simple directional blur.
is there not a way you can make this automatic where say i just throw any video in and it would cut it up like your video or whatever and it would match my video to your video kinda thing and add the effects and animation cuts so people can make these in seconds?

Well the problem with your version is its missing that glitch effect. You can try a fractal noise to recreate the glitch...
