You can do this on almost any drawing/animating app if it meets these requirements (or it just depends on skills ✨)
(Eg, layers, select?, opacity, bucket, etc,) _drawing_
(Eg, layers, key frames (little diamonds), pivot point, chroma key) _animation_
But I recommend Alight Motion and IbisPaint X
