Dr. Muqtedar Khan: Pakistan has no grand strategy. It has only one policy: obsession with Kashmir.

  • Prof. Muqtedar Khan was born in 1966 in Hyderabad Deccan, India. He is a professor in the Department of Political Science and International Relations at the University of Delaware. He is the founding director of the Islamic Studies Program there. He was a senior non-resident fellow at the Brookings Institution from 2003 to 2008. He earned his Ph.D. in international relations, political philosophy and Islamic political thought from Georgetown University in May 2000.
    He advocates independent thinking, and says that it is the inability of Muslims to sustain a dialogue with time and text which sometimes makes Islamic teachings appear anachronistic or intolerant. He has testified at hearings hosted by the US Senate Foreign Relations Committee and the US House Armed Forces Committee. A fellow of the Institute for Social Policy and Understanding, he has been the president, vice-president and general secretary of the Association of Muslim Social Scientists. In October 2008, Khan received the Sir Syed Ahmed Khan Award for service to Islam from Aligarh Muslim University.
    He runs a RUclips channel ( / profmuqtedar , which hosts his lectures, sermons and commentary on Islam and global affairs. He is critical of radicalism and conservatism in Islamic thought and of Western foreign policies, racism and Islamophobia in the U.S. and the West.
    According to him, "America is without doubt one of the greatest countries in the world. Because it assumes we are moral beings and capable of doing good -- we are free. And because America assumes we are mature and capable of self governance -- we have democracy." "When I look at Islamic sources, I find in them unprecedented examples of religious tolerance and inclusiveness. They make me want to become a better person. I think the capacity to seek good and do good inheres in all of us. When we subdue this predisposition towards the good, we deny our fundamental humanity".
    In a Washington Post article entitled "Islam Says Otherwise", he told Bin Laden to "go to hell": "Before we rush to condemn America we must remember that even today millions of poor and miserable people all across the world are lining up outside US embassies eager to come to America, not just to live here but to become an American. No Muslim country today, can claim that people of other nations and other faiths see it as a promise of hope, equality, dignity and prosperity." He has written, "I remember telling my wife; maybe I will be our Henry Kissinger, the first Muslim to become the Secretary of State. Then came Bin Laden and his bloody men and along with the World Trade Center, American Muslim dreams and aspirations came crashing down."
    Unlike the present-day Islamists, when the prophet of Islam established the first Islamic state, actually a Jewish-Muslim federation extended to religious minorities the rights that are guaranteed to them in the Quran. It was based on the covenant of Medina, a real and actual social contract agreed upon by Muslims, Jews and others that treated them as equal citizens of Medina. They enjoyed the freedom to choose the legal system they wished to live under. Jews could live under Islamic law, or Jewish law or pre-Islamic Arab tribal traditions. There was no compulsion in religion even though Medina was an Islamic state. The difference between Medina and today's Islamic states is profound.
    According to him, Muslim theology is undergoing a subtle change in the United States. About 57% of American Muslims are OK with gay marriages, but those who are vehemently opposed to it, voted for Trump for this reason. They were 33% of the Muslim community.
    Religious identity trumped ethnicity in India in 1947. Islam is the fastest spreading religion in the whole world, including Israel and India.
    Hegemony is not such a bad concept, he says. It happens with the consent of the other party.

    I am 75 years old from meerut ,from where 1857 independence war started. My elders told me that before partition, muslim league was terrorising hindus with the slogan
    Hans ke liya hai pakistan
    Lad ke lege hindustan.
    Pakistan attacked kashmir immediately after independence as a first step towards this slogan.
    Indian should never forget this slogan and never believe in words like khitta, padosi,peace and so on.
    India should focus on strong growtj so that wedtern border is sevured.

    Shakil, I love the way you address Dr. Khan, a personal friend, much, much younger than me. Others say "daktar saab" all the time. "Sir" is a very Indian way of addressing and showing respect. I like the American way of simply showing respect and a kind of egalitarianism, even in academia.

    Gratitude Dr Khan, your explanation is at bull's eye....yes we are sad and angry that "India ko Tod Diya"....my forefathers had to leave from Bangladesh and start from the scratch.....we lost our motherland in East Pakistan....but Pakistan should also understand that in present time the new feeling is...we don't want them in any form because that again will retard the growth of india

    Dr Khan will take another 100 years to understand the concept of India and its Sanatani culture. India has never invaded another country in its existential History. India believes in the Concept of 'Vasudev Kutumbakam' ; we want to take along with us the entire humanity. India's hard power is not any country specific. Sanatani culture is beyond the concept of any subjugation of people or culture. Dr Khan is trying to compare India through the Western Civilization perspective which is wrong.

    India bailed out Sri Lanka with 3.9 billion dollars aid and helped it get an IMF loan. Japan and India are together developing infrastructure in Bangladesh and connecting it with India's NE and South East Asia. Bangladesh has offered India two deep sea ports.

    Dear Sri Khan ,
    Dear Mr Shakil ,
    When I heard this dialogue I was reminded of a situation in my city in India where Large number of Iranian students were studying.
    Majority of them were leading epicurean life style, enjoying life with wine, women and regularly present in cabaret shows etc.
    Then this thing happened called Iranian revolution led By Imam Khomeini and Shah had to flee the country.
    Most of these types then on I saw them growing beards, Rosary in the hand chanting Ali, Ali all the time.
    Some of them gave a Halo around Khomeini stating my grand father saw Khomeini in the night sky blessing Iran etc.
    I could not understand this sudden transformation and divine stories being created and asked few liberals among them what exactly has happened ??
    They answered me.
    * They were all feeling terribly guilty that when other Iranian Muslims were struggling , they were having a whale of a time in India and did not do anything for the islamic revolution cause.
    * Many were afraid if they do not appear religeous enough, may have to face ostracism from community and agencies.
    * They all believed the best in this world and there after can be had only in an ideal Islamic country.
    It is another matter most of them went back and migrated to westren countries giving a slip to Khomein's Shangrila
    It is the same with Pakisthani Muslims.
    Feeling guilty that they left and made good for themselves elsewhere forsaking the brothers.
    After enjoying prosperity, good life, liberty in West or USA still curse it , not proud of it as somewhere westren values are clashing with Brain washed sub concious Islamic value system they learnt till impressionable age.The sense of belonging they are capable of feeling only with Umma.
    They get solace when others clap and appreciate their unwavering loyalty to Pakisthan in turn Islam.
    They also feel the Creation of Pak itself was an Islamic revolution and its progress thrawted by USA, Jewish, Westren conspiracy
    Can you find more ungrateful people on this earth than this Variety ??
    Using Pak adage simply putting it as a case of
    "Namak Haraam" after enjoying westren comforts, Prosperity, liberty and equality( as par law) & not being loyal to the adopted country fully ??
    Then they always have an explanation " A muslim will be only loyal to the umma and not to the land and in any case all land belongs to Allah etc"
    Perhaps this is the root cause of the problem of Muslims wherever they are in Minority in any country.
    That's how their loyalty is called to Question by the public in these countries.

    Chaudhary saheb, what was the topic and objective of this discussion? You started with three pertinent points or questions. Were these questions answered to your satisfaction? As I understood from the three root causes of conflict, as you outlined, were Kashmir, hate towards India and hegemony. No doubt, it was good a 101 course on hegemony, but none of the issues identified were addressed candidly. Hope we have it better next time. Best regards, 🙏🏻

    Dr. Khan....Hegemony is also "power" which is consented to by a lesser country without coercion from the bigger country. So...when a dominant group/country has overwhelming power and exerts that power on other countries in political, economic, cultural, or ideological forms, it is called Hegemony. LETS NOT CONFUSE & COMPLICATE THE WORD 'HEGEMONY'. Secondly...let's admit....In 2023 modern Pakistanis admit India's hegemony indirectly in their heads (& partially some Pakistanis do publicly) but do not accept/admit it a 100% openly due to their senior citizens/Army/politicians..... but that will change after 2024. CHECK THAT OUT !!! Lastly Dr. Khan...YOU ARE WRONG... India has no issues of borders with neighbours like Sri Lanka, Myanmar, Bhutan, Bangladesh, Maldives or even Nepal till 5-6 years back when China prompted a Marxist govt. after overthrow of Monarchy. SO CONCLUSION..India has NO issues with neighbours' borders except wherever China gets itself involved (that includes Pakistan).

    Akhand Bharath is nostalgic way of remembering the cultural integrity of India which streched from Afghanistan and central Asia all the way to south east asia. We Indians don't even have any dream of making akhand Bharath, unlike bikhari mulk pakistan which thinks of "gazwa-e-hind". Pakistani mentality is 7th century mentality such country should not exist peacefully and should be dismembered.
    Indian foreign policy under modi is so soft, we need radical change like very actively supporting and internationalising demand for separate sindhudesh, Balochistan, Pakhtunistan etc .

    It's pleasure, learning, eye-opening to listen Dr Muqtedar khan, I like his conversation because he always breaks the egg shell and looks beyond it to the core. That's rare.
    We try to think that vast but its impossible unless there is an exposure to that level like he meets people across globe and talks their reality.

    Khansaheb, I agree about all Pakistanis wanting to leave Pakistan and settle outside in western countries to escape some form of extremism or injustice. Yet when their numbers increase to a certain point they want to replicate the same surroundings and conditions even in the chosen country of migration. The hatred for non-Muslims is absolutely unforgivable and will not be tolerated anywhere in the world. I hope one day the rest of the non-Muslims in Pakistan also have the sense and get opportunity to leave this place and migrate for a better future. India has CAA for them hopefully it will be welcomed and taken advantage of. Thank you Chaudary sab for the video.

    A well thought out analysis indeed...!!! Pakistanis also have zero understanding about Hinduism and almost no knowledge of India beyond Punjab, Delhi, Agra and a smattering of UP, Bihar... !! They don't realize the depth and grassroots level democracy and institutions in India... It's not a great leader or a party that leads a country to success, it's the structures! Here, the administration of our Apartment common facilities, the house owners associations on every street, Panchayats, Taluks, Municipality.. are based on elected, democratic principles right upto our Legislative Assembly and Parliament. Even our Temple, Masjid and Church commities are democratic with own by-laws!!

    Dr. Khan, do you have a deep personal understanding of the nuances that exist in Nepal, or Bangladesh, in terms of language, dialect, cultural affiliations, and many more? Of your Nepali interlocutors, kindly ask how many of them are Newari, and how many of other groups? Do Nepali /Newari understand the niances of the Sherpa language vs. ""Nepali"" language as it plays out amongst the Sherpa communities of North Bengal? Or the Newari attitudes towards the Hindus of Nepali origin kicked out of Bhutan with nary a voice raised for them especially within the so-called Vajrayana community, including Dzongsar Ruinpoche, a Bhutanese?
    What about the immigration from Bangladesh to Nepal, and the resultant, sharp change i demographics, at least of eastern and central Nepal? What do your newari students say about this? And please do ask them about what percentage of the NEPALI population, especially young men, and women to a lesser degree, work in India, free from visa or other official restrictions?
    What is the population of Nepal? What percentage of this is comprised of men aged 15-50? What percentage of these work in India, and what percentage outside India? What tid the Newaris do to Nepal during the so-called marxist 'revolution'' and what the Newari brahmans, ever the treacherous element, just like Bangali brahmans, done to their land?
    Why not ask Enam Khan, what he really understands of Bangladesh society, gieb his very ignroant spouting of the propaganda of the BSF shooting bangladeshis for fun? HOw stupidly mischeivous is he? I am happy to prove to his face the ugliness of his stupidity, biases, and sheer ignorance of the land he and Biru Pakkho claim to 'rule'? Ask him who the latter luminary is.
    Sadly, despite their education and undoubted mental capacities, why and how were the US academics so ignorant of the coming storm in Iran, re: Khomeini, that they and even the Shah's secret servies were unaware of the depth of anger, and among specific segments of that society, against the Shah, and against the USA?
    I feel troubled and sad at the sheer levels of hubris that occlude the nalysis of US based academics of every sort. ntive-born or foreign, to clearly understand the areas of their expertise? For example, please inquirw of your State Department, festering in the bowels of the Omphalos, just how many experts in Urdu they have, and what that level of expertise might be? How many 'analysts' speak bangla with native fluency? How many are comfortable in the bangla dialects, many of which are also segregated by gender and class? Bangla is among the 7 languages most used in the world, but what is the expertise of the US, or indeed Indian official circles, in understanding the mqany undercurrents of fury that are very very visible to someone who has grown up in the trenches, to use a metaphor?
    Obviously, familaiarity at this level of detail is not feasible for any group of academics who choose to think about particular regions. But the extraordinary absence of knowledge in depth re: various crucial areas of the world, is most dismaying, to say the least. To date, one has never found many or any US based academics possessing a very 'organic'' [ for the lack of a better term] comprehension of various strands of subcontinental history and society. This includes academics like yaqoob Bangash, who may impress 'analysts' like Shakil Chaudhuri, but who excite only outrage and fury within many others.
    Unlike the very aggressive Christine Fair, many Indian students of the history of the subcontinent will not so brashly express their opinions, but opinions do indeed persist beneath the surface. Those who have been savagely burned by social circumstances, will tend to hew to very harsh and inflexible positions. Many such individuals will not feel the urge to confront the ''errors'' in many academics, which are a matter opf the greatest concern for them, and never in public. Nor are all of them the dunces who prance about in the public eye, aka, the media with its idiotsprache.
    "Ashani sanket'' is a tatsama phrase used to indicate the lightning bolts that signal from a distance, the coming of a terrible storm. The subcontinent is waiting for such. Please wait until 2032, and then re-evaluate your thoughts on many issues. Sad lack in core competencies, quite like that afflicting the brilliant and thoughtful Ali Shariati, who met with a very tragic end.

His views are most relevant for all indians. He is a unparallel guru in foreign affairs. And fortunately he is from my city Hyderabad. I used to study in a school just 1 or 2 km from his school.

    I'm not a fan or supporter of Dr. Khan, but I love him as a good human being. As a congress supporter, I started working for congress while I was a child(I attended the virtual janaza of Indira Gandhi at my 10 later Rajiv Gandhi too), I elected as a Treasurer of a Block(Panchayat) at my 15 years of age(1990) 15 lakhs of INR. The reason why I'm describing it is "HOW POLITICS IS ENROUTED IN INDIAN SCHOOLS AND COLLEGES". You can't find it in Pakistan. I joined the Indian Navy at my 18(1993)

Now that school is at the International School level. Both my children studied there. Elder son is studying in Canada with scholarship, younger one is awaiting results for his 10th(matric)

    Concept of Akhand Bharat not an ideal situation for present India. If Akhand Bharat happened then Hindu community will automatically become minor community and leadership automatically will be hand of muslim community. Then we will be in the era of Aurangjeb. Who like worse. Who like that their worship places to be demolished. Please accept reality of SAR TAN SE JUDA. Present is very challenging why we should think about Akhand Bharat. Pok also captured by pakistani punjabi muslim. Nobody speaking there kashmiri language. Hence India never take dead snake on his neck. Please accept hamara Kashmir tumhara Kashmir.
