I would demand the police come out to my property, review the footage and records and place her under arrest for trespassing and destruction of property, I would wait for her initial appearance before a judge to request she remain in custody until the trial or that she be placed under house arrest until the trial if she travels outside of her property line except for a court appearance she will be arrested again and additional charges will be filed. After discovering her ties I would Sue the HOA and the development company. and as a screw you I would make the HOA restore the existing car. and the team from the TV show Graveyard Cars would be the perfect shop. I would say money is no object but I want as much 1970s sheet metal as possible with as little Bondo as possible. I would also demand the HOA be dissolved and I would ask my attorney to either work or get a group of attorneys to work pro-bono or at a reduced rate to help current or former residents sue the HOA president and the development company to get as much money for their assets given the connections. I would also request the maximum sentence allowed by law for everyone who can be criminally charged.
Of course it's a civil matter, they don't want to cut into their beloved donut breaks and also to avoid additional paperwork treating it otherwise would entail.

While I'm enjoying the story it's got to be made up the shear destruction a dozer would make on the HOA or city roads would get a lot of attention. Admitted it doesn't take a large dozer to do a lot of damage to a car, but unless it has street pads which dozers rarely do there's going to be a clear path to follow and backtrack.
