Canonically, the transformation is almost instantaneous. In ZX it just takes them shouting "Rock on" and they are already in whatever form they desire. It's not a 1 minute long sequence.

It should only take one Time Bomb to get the loop going.

Well marios fallen asleep after long stories and such in the paper Mario games so I wouldn't be surprised if we saw him sleeping after a drawn out transformation scene.

It's because Japan, who wants to see a male go all long magical girl transformation time? Aile gets a long clip showing every part of her body just like Magical Girls when they transform while Vent pretty much just goes Super Saiyan. Also notice at the last part of their animated transformations how Aile's just makes some waves when her hair pops out while Vent's entire body shadows out except for the glowy bits and energy just glows out behind him all epicly.
In full fairness, it being Japan... they'd probably be more than okay with Vent going all Magical Girl. Especially if it looked very very homosexual. With him lookin very effimate during the naked transformation sequence. The USA on the other hand... would prefer to just see a quick Super Saiyanjin Transformation. CAPCOM probably was doing that more for localisation in the states.
