Despite the title, this is not a vocal battle, I'm not trying to make you think that agile/melismatic singers are better than those who don't use riffs and runs that much. Vocal agility doesn't necessarily determine vocal quality, many of "non-melismatic" probably could do more runs but it's their stylistic choice not to do so.
I think it's just as excellent as other techniques like volumes control, sustaining, transitions and dynamics. If a melismatic singer can execute difficult meslisma along with other technique then they are simply better. But great melisma alone isn't what makes a great vocalist however good to excellent usage should be praised just as much as people praise sustaining notes.
Although Mariah Carey is my favourite singer, she can be pretty annoying with her runs. Also Christina Aguilera with her riffs and runs, but they both sing amazing, they just oversing sometimes.
I think you forgot a really good melismatic singer: Leona Lewis. Seriously, some of her runs are insane. People sleep on her. Try to do the final run in Bleeding Love and the insane +40-note run in Run and tell me she isn't one of the best.
It depends on the singer, and potentially the song itself. Some singers voices are better suited for melisma, some aren't. Some over do it, some balance it out just right. Some aren't great with executing the melisma, some are.
Yes, absolutely! It seems that most of them overdue it. It can also be used to hide bad singing. Most of what you hear is not singing correctly.
